State Guarantee
What is the State Guarantee?
The state can help guarantee up to 30% of your loan, if you can not provide sufficient collateral to obtain the credit necessary for the acquisition of housing.
How much is it?
Maximum 145.853 € (as of 1.1.2018)
What are the granting conditions ?
YOU HAVE TO...
• have saved for at least 3 years in a savings account with the same financial institution, with a starting capital of at least 100 €.
• have provided this account with regular annual deposits of at least € 290 for a period of at least 3 years. Is taken as the starting point of this period, the day when the assets on the account were at least 240 €.
• have obtained a loan corresponding to at least 60% of the cost of the project.
• have a monthly payment of less than 40% of your disposable income.
CONDITION SPÉCIALE
It is your financial institution that must submit the application.

What is the Purchase Premium?
This is a help for people who have acquired housing in Luxembourg. Its amount is set according to your income, your family situation and your type home.
How much is it?
Between 250 € and 9.700 €
+ 30 %
for a condominium apartment or terraced house
+ 15 %
for a semi-detached house
What are the granting conditions ?
YOU HAVE TO...
• not to be the owner, the co-owner or the usufructuary of another dwelling in Luxembourg or abroad.
• have a mortgage loan with a financial institution.
• do not rent your accommodation (except partially to a student enrolled in a post-secondary cycle in Luxembourg).
• submit your application in a
one year time limit from the date of the notarial act.
THE PROPERTY HAS TO...
• to be located in the Grand Duchy of Luxembourg.
• have already been lived in.
• serve as your main and permanent home for at least 10 years.
• respect the following usable surface area limits *:
House : 65 m2 – 140 m2
Apartment : 45 m2 – 120 m2
(* Cellars, garages and lofts that are not fitted out as living quarters are not taken into consideration, the surface area can be increased by 20 m2 for each dependent child, starting from the third, and for any ascendant at the 1st degree and any disabled person living in your dwelling, from the 5th person who lives there and provided that this person is not a property owner.These limits are applicable to any housing built after 10/09/1944 .)
What are the calculation criteria?
YOUR INCOME
• Taxable income + all other income, even if not subject to tax, that you have and any other person living in the property.
• Must correspond to :
» Either the average of the income of the 3 taxation years preceding the date of the notarial deed.
» Or the income of the taxation year immediately preceding that date, in case you have not had continuous income for 3 years before the date of the deed.
» Or the income of the year of the acquisition of the dwelling, if you had no income during the previous year or if your income decreased by more than 10% compared to the previous year.
• Are not taken into consideration: family benefits, state financial assistance for higher education, orphan's pensions, severely disabled benefits, long-term care benefits and the income of your descendants and your parents or allies up to and including 2nd degree.
YOUR FAMILY SITUATION
• Situation existing at the date of the notarial act.
• The children for whom you receive family allowances or who are co-affiliated with your health insurance (if under 27), who live in the property with you and who are declared there, are taken into account.
• If a child is born within one year of the date of the notarial deed, you can request a review of your premium.

How much is it?
Maximum 5.000 €
Its amount corresponds to interest and subsidized premiums on your savings accounts.
What are the granting conditions ?

• be the beneficiary of an acquisition premium.
• have used at least 90% of the assets of your savings accounts to finance your home
• have saved for at least 3 years in a savings account with the same financial institution, with a starting capital of at least 100 €.
